I need a type of product interchange database/software where I could enter my part number, and competitors parts would pop up, or I could enter competitors part numbers and our part numbers would populate. Where could I find software to construct something like this without hiring a database/programmer?

What you want is actually very simple and could be coded up in almost any language in a few minutes,You could even use word or excel although Access or another database would be more suitiable.
For small amounts of data, a few hundred items or so, it could even be done using a single text file to hold the “database” something like this
My real cool item (MyPartnumber) OtherPartnumber AnotherPartnumber YetAnotherPartnumber
Searching would be a case of using the the editors inbuilt search facility, you type in the required part number or description and it would then show the correct line.
